From the "File" menu, select "Publish Settings...", which opens the dialogue box.

Under the Flash tab, check to "Debugging Permitted" box, then click "OK"

When you are testing a movie (from the "Control" menu, select "Test Movie"),
"ctrl + click" to bring up the pop-up menu where you can choose "Debugger"
